EKFH Fund Management (adopted October 2010)

1.       Policies

 

Administration of Funds:

All funds (restricted, unrestricted and/or endowments) established by EKFH are administered by these policies.  In cases where changes are required to a specific fund, these must be presented to the Board for a special resolution to incorporate the necessary change.  

 

Sources of Revenue:

Contributions to EKFH may be obtained from individual donors, proceeds from special and third party events, gifts from appropriate granting agencies, and/or contributions from Interior Health facilities located in the East Kootenay region.   

 

  • Unrestricted Donations

EKFH will encourage unrestricted donations to be made for the benefit of the East Kootenay Regional Hospital and other Interior Health East Kootenay Health Services Area facilities and programs.  These donations will be applied to the General Fund #0025.

 

  • Restricted Donations

EKFH may establish restricted funds, with the objective of targeting gifts for specific areas of care or following specific donor wishes.  

 

o   Special Purpose Funds Subgroup

Some donations or contributions are applied to specific funds in partnerships with third parties, for example: 

·         0050 Mary Pack Arthritis/Cranbrook Arthritis Service

·         0100 BC Cancer

·         0700 Provincial Health Service Authority (PHSA) Renal Program

·         2300 George Fox Fund (Cancer)

·         2800 Orthopedics

·         2900 STOP Osteoporosis

·         3300 Abreast in the Rockies Dragonboat Team (Cancer)

·         3700 Cranbrook Hospice Society

 

Accrued Interest:

The interest earned on restricted funds is transferred to EKFH’s unrestricted General Fund #0025.  Exceptions to this rule are the Columbia House bythe funds provided by the Lake Windermere Benevolent Society.   

 

PST Refund/Rebate:  Terminated  July 1, 2010

All PST Refunds/Rebates received from the British Columbia Consumer Taxation Programs Branch of the Ministry of Small Business and Revenue will be allocated to EKFH’s unrestricted General Fund #0025 for purpose of operations. 

 

HST Refund/Rebate:  Effective July 1, 2010

EKFH may apply to the Canada Revenue Agency for its annual 6.5% Input Tax Credit (ITC) on the total purchase price of funded approved medical equipment. 

 

Grant Request - Release of Funds (IH Programs only):

Funding from EKFH is only eligible to Interior Health managers, staff, facilities and/or departments located in the East Kootenay Health Services Area. 

 

A request for funding includes the completion of a Foundation Funding Application (formerly known as grant application) available through the foundation’s website www.ekfh.ca – downloads – grant application and/or educational assistance funding.



 

Prior to submitting the funding application to EKFH it must include the following 3 signatories:

1.       Applicant (department or facility manager)

2.       Geographical Health Administrator (Golden/Invermere, Creston/Elk Valley or  Cranbrook/Kimberley)

3.       Or Director of Services for Acute, Residential and Community

4.       IH Financial Manager for the East Kootenay

 

Once all three IH signatories have approved, funding requests over $1,000 will be presented to the EKFH Executive Committee (1st Tuesday of each month) for review.  The Executive Committee will make their recommendations and present to the EKFH Board of Directors for vote at the next monthly meeting (3rd Tuesday of each month).  EKFH determines which fund will provide the funding. 

After Board approval, the EKFH Executive Director will: 

 

  • Items under $5,000 – send the original applicant an email confirmation of the funding agreement
  • Item over $5,000 – complete a funding confirmation form and submit to IH’s Business Support Team for processing

 

EKFH only releases funds upon receipt of an official invoice from Interior Health.  

 

Grant Request - Release of Funds (Special Purpose Funds):

 

A request for funding includes the completion of a Release of Funds form (available through the EKFH office).  Prior to submitting the funding application to EKFH it must include the following signatories:

  • Applicant (department, program manager or appropriate signing authority for their Board)
  • EKFH Executive Director

0025 General

(Unrestricted)

To be used at the discretion and approval of the Board of Directors, Executive Director and/or Administrator Accountant for the day to day operations of EKFH including contract fees, wages, funding confirmation, etc.

0050 Arthritis Fund

(Restricted – Special Purpose)

administered by the Cranbrook Arthritis Service

Provides additional funds for enhancing the care and the education of arthritis patients and for the ongoing education of the management and staff dedicated to the arthritis program in the East Kootenay. 

0100 Cancer Care Fund

(Restricted – Special Purpose)

partnership IH & BC Cancer

Donations may be used to purchase a range of diagnostic equipment, surgical instruments, or equipment and patient comforts for the cancer care unit, operating rooms, chemotherapy, or other related areas in the regional hospital and other IH facilities involved with the care, treatment and education of cancer patients. 

0300 Pediatrics Fund

(Restricted)

Use to purchase diagnostic equipment, surgical instruments, or other equipment and patient comforts for the treatment and care of pediatric and newborn patients, the maternity ward nursery and other related areas of EKRH and IH facilities.

0400 Columbia House (Invermere)

(Restricted)

To be used for the general benefit of residents residing at the Columbia House in Invermere.  Donation so the fund may be used for the purchase of equipment, furnishings, renovations, construction, or special projects benefiting residents of Columbia House. 

0500 Diabetes Fund

(Restricted)

Provides additional funds for enhancing the care and the education of diabetes patients and for the ongoing education of the staff dedicated to the diabetes program in the East Kootenay Region. 

0600 Diagnostic Imaging/Radiology

(Restricted)

Used to purchase diagnostic and radiology equipment, surgical instruments or other equipment and patient comforts for the treatment, care and education in both fields available for any facility located in the East Kootenay. 

0700 Renal Fund

(Restricted – Special Purpose)

partnership PHSA Renal & IH

Use to purchase equipment and patient comforts for the treatment, care and education of patients in the Regional Renal Program.  This program provides a variety of renal dialysis services to patients throughout the East Kootenay.



 

0800 Emergency Care Fund

(Restricted)

 

Used to purchase equipment, surgical instruments or other equipment and patient comforts for the treatment, care and education in emergency care available for any facility located in the East Kootenay. 

1000 Dr F W Green Home Fund

(Restricted)

To be used for the general benefit of residents residing at the Dr F W Green Home in Cranbrook.  Donations to the fund may be used for the purchase of equipment, furnishings, renovations, construction, or special projects benefiting residents of the Dr F W Green Home.

1300 Palliative Care Fund

(Restricted)

Provides funds for the treatment, care and comfort of patients needing the services of palliative care and for the ongoing education of the palliative care team at the East Kootenay Regional Hospital.

1600 Swan Valley Fund

(Restricted)

To be used for the general benefit of residents residing at the Swan Valley Care Centre in Creston.  Donations to the fund may be used for the purchase of equipment, furnishings, renovations, construction, or special projects benefiting residents of Swan Valley.  

2200 Community Care Programs

(Restricted)

To be used for the general benefits of residents utilizing community care programs such as Meals on Wheels, Hospice, Seniors Care Giver Newsletter, etc.  Donations to the fund may be used for the purchase of equipment, furnishings, renovations, and construction or special projects benefiting residents throughout the region.

2300 George Fox Fund (Cancer)

(Restricted – Special Purpose)

 March 2005 to March 2015

 

To support the general purposes and programs of Cancer Care, specifically in respect to the chemotherapy lounge.  Income earned and allocated for disbursement from the fund will be used to support and improve the provision of health care of those who live within the referral area of East Kootenay Regional Hospital by providing support for health care equipment which enhances those services and facilities associated with cancer care treatment. 

2400 Golden General Fund

(Restricted)

EKFH will encourage restricted donations to be made to the Golden General Fund for the maximum benefit of Golden facilities.  

2500 Surgical Fund

(Restricted – Special Purpose)

EKFH will encourage restricted donations to be made to the Surgical Fund for the maximum benefit of EKRH and other IH Facilities. 

2600 Invermere General Fund

(Restricted)

EKFH will encourage restricted donations to be made to the Invermere General Fund for the maximum benefit of Invermere facilities. 

Policy for 2610:  EKFH has entered into a 3-year fundraising agreement with Kootenay Savings Credit Union for the Celebrating Health Care Golf Tournament (2008, 2009, and 2010).   At the end of each fiscal year the fundraising balance from 2610 will be transferred to 2630 for the Invermere Emergency Project until completion of the sponsorship agreement.  

2700 Creston Valley Hospital Fund

EKFH Will encourage restricted donations to be made to the Creston Valley Hospital Fund for the maximum benefit of the Creston Valley Hospital.

 

2800 Orthopedic Fund

(Restricted – Special Purpose)

 

To hold in trust the funds and support the general purposes and programs of the East Kootenay Orthopedic program coordinated under the auspices of Director Dr. Bernard Driedger.  Income earned and allocation for disbursement from the fund will be released, un der the request and approval of Dr. Driedger and with the consensus for release of funds recorded in the meeting minutes of EKFH Board of Directors.    

2900 – Osteoporosis (STOP)

(Restricted – Special Purpose)

 

To hold in trust the funds and support the general purposes and programs of the East Kootenay STOP program coordinated under the auspices of Director – Dr. Alex D. M. Chan.  Income earned and allocation for disbursement from the fund will be released under the request and approval of Dr. Chan and with the consensus for release of funds, recorded in the meeting minutes of the EKFH Board of Directors.  

3000 Kramer Bequest Fund

(Restricted)

To support the general purposes and programs of the Creston Interior Health Seniors Health Care programs including the Swan Valley Lodge, Creston Valley Hospital and Creston Home Support.  Income earned and allocated for disbursement from the fund will be used to support and improve the provision of healthcare of seniors who live within the Creston health care area; and provide support for health care equipment which enhances those services and facilities associated with the terms of this bequest.

Release Fund Requirements:  Each year during the period 01 April – 31 March, a maximum release of funds up to a maximum of $50,000 will be reviewed and approved for release to the Creston facilities based on the guidance of the IH signatories and through final approval fund release by the Board of EKFH.  

3110 Becton Fund

(Restricted)

Each year during the period 01 April – 31 March, a maximum release of funds up to a maximum of $50,000 will be reviewed and approved for release based on the East Kootenay Health Services Area priority equipment lists with regional and other lab facilities equipment items receiving first right of review.   However, in years where EKFH is conducting a capital campaign on behalf of Interior Health, the EKFH Board of Directors will have the right to direct the per annum gift to that cause if deemed a priority by the Board.  

3120 Educational Assistance Fund

(Restricted)

To assist in the educational needs of the region by offering financial funding up to a maximum of $5,000 per fiscal year.  The funds are to be used to host educational seminars and/or to award a bursary that benefits an existing East Kootenay health care professional and/or an individual entering the health care field at the colledge level.  Requests for funding will be awarded based on the qualificatinos and financial need of the applicant(s).

3200 Durand Manor (Golden)

(Restricted)

To be used for the general benefit of residents residing at Durand Manor in Golden.  Donations to the fund may be used for the purchase of equipment, furnishings, renovations, construction, or special projects benefiting residents of Durand Manor. 

3300 Abreast in the Rockies

(Restricted – Special Purpose)

 

Donations may be used to purchase a range of diagnostic equipment, surgical instruments, or equipment and patient comforts associated with breast cancer for the oncology ward, chemotherapy, or other related areas in EKRH and other IH facilities involved with care, treatment and education of breast cancer patients. 

3400 Elk Valley General Fund

(Restricted)

EKFH will encourage restricted donations to be made to the Elk Valley General Hospital Fund for the maximum benefit of Elk Valley Facilities.

3500 Kimberley Special Care Home

(Restricted)

EKFH will encourage restricted donations to be made to the Kimberley Special Care Home for the maximum benefit of residents in this facility.  

 

3600 ICU

(Restricted)

Provides funds for the area of greatest need for the regional hospital’s intensive care unit.  May include the purchase of equipment, educational needs and/or special project specific campaigns.

3700 Cranbrook Hospice Society Fund

(Restricted – Special Purpose)

 

To recognize and support the common aims and objectives of EKFH and CHS with respect to supporting hospice services in the Cranbrook area.   The Cranbrook Hospice Fund is held in trust by EKFH in accordance with their respective policies and procedures for restricted funds and by its signing authority protocols. 

3900 Opthamology

(Restricted)

EKFH will encourage restricted donations to be made to the Opthamology Fund for the maximum benefit of EKRH and other IH Facilities. 

4000 Estate of Dariel Anne Korczynsky

To support the general purposes, equipment and programs of the Creston Valley Hospital.  Income earned and allocated for disbursement from the fund will be used to support and improve the provision of healthcare of  those who live within the Creston health care area; and provide support for health care equipment which enhances those services and facilities associated with the terms of this bequest.
